PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON THURSDAY, May 9, 2019

 

 

The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, May 9, 2019, at 6:00 o’clock p.m.  The Public Hearing was called to order by Dr. Raymond Riley.  After prayer and the Pledge, Dr. Riley turned the floor over to Mr. Tom O’Neal, Director of Business Affairs.  Mr. O’Neal explained the purpose of the hearing which was to discuss the Ad Valorem Tax Millages for 2019, and to allow public input.  Mr. O’Neal explained the amount of the millages as follows:

Additional Construction and Operations                12.860

Constitutional                                                      2.810

 

Mr. O’Neal read the Resolution on the millages.  The Board solicited questions from the public.  There were no questions.  It was moved by Mr. Raven, seconded by Mr. Butcher and carried to close the public hearing at 6:06 p.m.

 

PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, MAY 9, 2019

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, May 9, 2019, at 6:13 o’clock p.m.  The meeting was called to order by Dr. Raymond Riley, who declared that the Board was ready for the transaction of business.

 

Members present were Mr. Warren Enterkin, Mrs. Dorothy Parker, Mr. Fred Butcher, Mr. Derrick Carson, Ms. Angela Hayes, Mrs. Lisette Forman, Mr. Ricky Raven, and Dr. Raymond Riley.

 

Board Member absent was Mr. John Bostic.

 

Committee Reports were presented.  Mr. Butcher, Finance Committee, indicated that the committee had reviewed the financial statements for the previous month.  Mr. Butcher indicated that he would like to clarify his motion that was approved pertaining to the portable building for CPA from the February 21, 2019, minutes:

 

            Concordia Parish Academy – for the purchase of one portable building containingtwo classrooms, and to construct an outside bathroom facility on site.

 

He indicated that the committee also discussed the maintenance budget, new accounting software, and High School Principals salary.  Mr. Raven, Educational/Personnel Policy Committee, indicated that personnel, High School Principals salaries, and MHS new gym were discussed.  Dr. Riley, Buildings and Grounds Committee, indicated that they discussed work orders and the work order system, and HVAC for VHS and VJH.

 

It was moved by Mr. Butcher, seconded by Mrs. Parker and carried to approve the minutes of the Regular Meeting held on April 16, 2019.

 

It was moved by Mr. Butcher, seconded by Mr. Enterkin and carried to approve invoices in the amount of $3,573,096 for the month of April 2019.

 

It was moved by Mr. Butcher, seconded by Mrs. Parker and carried to approve the resolution for the adoption of the tax millages for 2019 as follows:

 

RESOLUTION

 

            BE IT RESOLVED, that the following millage(s) are hereby levied on the 2019 tax roll on all property subject to taxation by: Concordia Parish School Board:

            BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Concordia, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2019, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

            The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

It was moved by Mrs. Forman, seconded by Mr. Butcher and carried to approve changing High School Principals to 12-months and to approve the increase of their Athletic Supplement by $1,500.00 per year.

Mr. Whest Shirley made the following announcements:

 

Graduations will be next week.  FHS is Thursday at 7:00 p.m., VHS is Friday at 7:00 p.m., and MHS is Saturday at 1:00 p.m.

Honor’s Banquets and Programs are going on all over the Parish for the next few weeks.

Employees will receive their May supplement tomorrow.

Software Update Training is going on this week.

Last day for students is May 23; last day for teachers is May 24.

I attended the Rotary Club lunch today in Ferriday.  We had three students receive the Ben Green Memorial Scholarship in the amount of $2,000 each.  They were Meinyaun Smith-FHS, Hunter Lipsey-MHS, and Sam Cooley-VHS.

All three Baccalaureates will be held this Sunday at 8:00 a.m.  FHS in the Gym, MHS in the Gym, and VHS at the Vidalia Conference and Convention Center

Derrick Carson’s birthday was April 26.
