PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, NOVEMBER 14, 2019

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, November 14, 2019, at 6:00 o’clock p.m.  The meeting was called to order by Dr. Raymond Riley who, after prayer and the Pledge, declared that the Board was ready for the transaction of business.

Members present were Mr. Warren Enterkin, Mrs. Dorothy Parker, Mr. Fred Butcher, Mr. Derrick Carson, Mr. John Bostic, Ms. Angela Hayes, Mrs. Lisette Forman, Mr. Ricky Raven, and Dr. Raymond Riley.

The Board recognized the following students receiving the Sidney A. Murray, Jr., Citizenship Awards in grades 6-8.

Committee Reports were presented.

It was moved by Mr. Raven, seconded by Mr. Butcher and carried to approve the minutes of the Regular Meeting held on October 10, 2019.

It was moved by Mr. Raven, seconded by Mr. Bostic and carried to approve invoices in the amount of $4,279,545 for the month of October 2019.

It was moved by Ms. Parker, seconded by Ms. Forman and carried to approve the second reading of the policy EBBC Emergency/Crisis Management and to delete policy JCDAG Threats of Terrorism or Violence. Policy EBBB School and Student Safety was tabled and will be revisited.

It was moved by Mr. Bostic, seconded by Ms. Forman and carried to approve policy JS Student Fees, Fines and Charges.

It was moved by Mr. Raven, seconded by Mr. Carson and carried to approve the following board meeting dates for 2020:

January 9, 2020

February 13, 2020

March 12, 2020

April 9, 2020

May 7, 2020

June 11, 2020

July 9, 2020

August 13, 2020

September 10, 2020

October 8, 2020

November 12, 2020

December 10, 2020

It was moved by Ms. Forman, seconded by Mr. Bostic to extend the superintendent’s contract for 18 months. The motion failed 4-5 on a roll call vote.

A motion was made by Mr. Carson, seconded by Mr. Butcher to renew the superintendent’s contract for one year. The motion passed 5-4 on a roll call vote.

In an effort to clarify previous actions and discussions, it was moved by Ms. Lisette, seconded by Mr. Carson and carried that approval be granted to air condition the gymnasiums at Ferriday High, Ferriday Upper, Vidalia Jr High and Vidalia High. The business director is to prepare a bid package and proceed with the project as soon as possible. Mr. Ricky Raven opposed the motion.

It was moved by Mr. Bostic and seconded by Ms. Forman and carried that the business director proceed with the construction of the Monterey High School gymnasium project based on the fact that architect informed the Building and Grounds committee that all things were inclusive with the bid, including the stage and the parking lot. The motion passed unanimously with a roll call vote.

Leaves:

Angeline Gail Cavin, Secretary to the Superintendent, Central Administration, leave of absence without pay, effective upon exhaustion of extended medical leave through January 3, 2020.

Appointments:

Daniel Jolla, Teacher, Ferriday High School, effective October 17, 2019.

Retirements:

LaDonnie Bowman-Smith, Librarian, Ferriday High School, effective October 17, 2019.

Dorothy Poole, SFS Technician, Ferriday High School, effective January 10, 2020.

Mr. Shirley made the following announcements:

·        Play-off Bracket in your packet. VHS travels to Many, FHS will host Vinton.

·        MHS Homecoming is tomorrow. They will dismiss at 12:30. The court will be presented at 5pm, games start at 6pm.

·        Election Day is Saturday.

·        CPSB employees will get their regular and bonus checks tomorrow.

·        Monday, I will be in Baton Rouge at a Superintendent’s meeting.

·        Thanksgiving Holidays will be November 25 – 29. Central office will be open the 25^th and 26^th.
