PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, MARCH 12, 2020
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, on Thursday, March 12, 2020, at 6:00 o’clock p.m. The meeting was called to order by Mr. Fred Butcher who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Warren Enterkin, Dr. Raymond Riley, Mr. Derrick Carson, Mr. Fred Butcher, Mr. John Bostic, Ms. Angela Hayes, Mrs. Lisette Forman, and Mr. Ricky Raven.
Board Member Mrs. Dorothy Parker was absent.
The Board recognized the following students receiving the Sidney A. Murray, Jr., Citizenship Awards in Grades Pre-K – 2:

The Board recognized John-Patrick Garrett for being chosen as one of seven finalists for Louisiana 2020 Twelfth Grade Student of the Year.
The Board recognized the Monterey High School Cheerleaders and Coaches. The team placed Second in the Game Day Large Varsity Division while competing in the SCA National Cheerleading Championships on January 26-27, 2020, in Baton Rouge, Louisiana.

Mr. Preston McKay, Project Manager of Architectural Firm M3A, presented a slide of the Monterey High School New Gymnasium. Each Board Member was given a copy of the slide presentation. The Gymnasium will be approximately 16,000 square feet.
It was moved by Mr. Carson, seconded by Mr. Raven and carried to add Executive Session for planning to the Agenda as Item VII. I pursuant to LA. R.S. 42:17(5).
Committee Reports were presented. Mr. Raven of the Educational/Personnel Policy Committee stated that they discussed personnel issues, school tax, and the coronavirus.
Mr. Butcher of the Finance Committee stated that they discussed the finance reports and school tax. Dr. Riley of the Buildings and Grounds Committee stated that they discussed work orders, the new purchase order system, school roofs, and parish vehicles.
No action was taken.
It was moved by Mr. Carson, seconded by Mr. Raven and carried to approve the minutes of the Regular Meeting held on February 13, 2020.
It was moved by Mr. Carson, seconded by Mr. Raven and carried to approve invoices in the amount of $3,697,962 for the month of February.
The following bids were received on three natural gas floor model convection ovens for FJH, FLE, and VLE Cafeteria (one per school):
Associated Foods $56,000.00
Buckelew’s Restaurant Supply $65,523.00
Douglas Equipment $67,591.11
Lafayette Restaurant Supply $62,988.00
Thompson Tree Service $95,117.18
After a brief discussion with Mr. Tom O’Neal, it was moved by Dr. Riley, seconded by Mr. Raven and carried to allow Mr. O’Neal to take the bids under advisement and to award the Convection Ovens to the lowest bidder that meets specifications.
Mr. O’Neal gave an update on the CPA Breezeway, HVACS for the gyms, and the FJH parking lot.
It was moved by Mr. Enterkin, seconded by Mr. Bostic and carried to approve the First Reading of the following policy:
II-20 Testing Program
It was moved by Mr. Raven, seconded by Mr. Bostic and carried to approve the Continuation of the Cooperative Endeavor Agreement to engage out-of-school-youth with the Workforce Development Board.
It was moved by Mr. Raven, seconded by Mr. Carson and carried to allow the Superintendent and Mr. O’Neal to search for a fingerprint system to track actual time for employees.
After a discussion with Ms. Michelle Bethea, School Food Service Director, it was moved by Dr. Riley, seconded by Mr. Bostic and carried to approve the wage of $9.00 per hour for Substitute Cafeteria Workers effective April 1, 2020.
It was moved by Dr. Riley, seconded by Mrs. Forman and carried to revisit what we have in place for Act 1 concerning certified teacher evaluations and their pay scale. This is to be in place for the 2020-2021 school year.
It was moved by Dr. Riley, seconded by Mr. Carson and carried to table the Resolution for State Superintendent for Education calling for BESE to follow Louisiana Law and to not waive any of the qualifications that are specified in our law until they could look further into it.
It was moved by Dr. Riley, seconded by Mr. Raven and carried to enter into Executive Session pursuant to LA. R.S. 42:17(5) at 7:34 p.m.
It was moved by Mrs. Forman, seconded by Mr. Raven and carried to enter back into Regular Session at 7:54 p.m.
Mr. Butcher stated that the Board discussed future plans that the Superintendent and his Staff be at will to implement as needed for the upcoming weeks.

April 8 will be is the Parish Honor’s Banquet will be held on April 8 at 6:00 p.m. at the VCCC.
The Parish Special Olympics will be held on April 16 at VHS.
Ms. Gail’s birthday is March 14.
