PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, APRIL 9, 2020
The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session VIA ZOOM on Thursday, April 9, 2020, at 6:00 o’clock p.m. The meeting was called to order by Mr. Fred Butcher who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Warren Enterkin, Mrs. Dorothy Parker, Dr. Raymond Riley, Mr. Derrick Carson, Mr. Fred Butcher, Mr. John Bostic, Ms. Angela Hayes, Mrs. Lisette Forman, and Mr. Ricky Raven.
Committee Reports were presented.
It was moved by Mr. Raven, seconded by Mr. Bostic and carried to approve the minutes of the Regular Meeting held on March 12, 2020.
It was moved by Dr. Riley, seconded by Mr. Raven and carried to approve invoices in the amount of $3,508,923 for the month of March.
It was moved by Dr. Riley, seconded by Mr. Bostic and carried to approve the Second Reading of the following Policy:
II-20 Testing Program
The following bids were opened by Mr. Tom O’Neal for the HVAC Installation for the Gym at FHS, FUE, VHS, VJH, and VUE:

After a brief discussion, it was moved by Dr. Riley, seconded by Mr. Bostic and carried to take these bids under advisement and to allow Mr. O’Neal, Business Financial Director, to award the bid to the lowest bidder that meets specifications. Maintenance Supervisor should be kept abreast of this process.

After a brief discussion, it was moved by Dr. Riley, seconded by Mrs. Forman and carried that the Alternate # 1 Package, to remove exhausts and patch leaks in windows, be added to whomever receives the bid for this Proposal.

It was moved by Dr. Riley, seconded by Mr. Bostic and carried to accept the recommendation of the Business Director for the wage of $17.50 per hour to compensate classified custodial employees for maintaining the campus grass cutting during the COVID-19 Pandemic, after this work has been verified and signed off by their Supervisor.

Hannah Duff, Teacher, Vidalia Upper Elementary School, maternity leave / extended medical leave for maternity upon exhaustion of accumulated sick leave, effective January 27, 2020 through March 27, 2020.

The following Announcements were made by Superintendent Shirley:
1. May 1, is our official return to school date.
2. The LHSAA released an official statement today cancelling all spring sports and championships.
3. Governor Edwards said today in his press conference that there is a good chance schools will not be reopened for the 2019-2020 school year due to COVID-19.
4. Election Dates have been rescheduled.
NOTICE OF RESCHEDULED ELECTIONS
Pursuant to Proclamation No. 28 JBE 2020, issued on March 13, 2020, the elections previously scheduled for April 4, 2020, and May 9, 2020, have been rescheduled for June 20, 2020 and July 25, 2020. Early voting for the June 20, 2020, election will be held June 6-13, 2020 (excluding Sunday, June 7, 2020) and early voting for the July 25, 2020, election will be held July 11-18, 2020, (excluding Sunday, July 12, 2020)
5. We are meeting representatives from Healthy Food Choice Collaborative at 9 pm on Friday, April 10th, to discuss getting our feeding program back up and running.
6. Financial Disclosure statements are due May 15, 2020.
7. The State Superintendent search is still ongoing. The third-party search firm has narrowed the applicants to the following seven finalists: Jessica Baghian, Cade Brumley, Debbra Lindo, Lonnie Luce, Heather Poole, Joe Siedlecki, and Paul Vallas. Recently, the finalists participated in virtual interviews and the virtual interviews should be posted online soon.
8. Happy Birthday to Dr. Riley on April 18, and Mr. Carson on April 26.
