PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, OCTOBER 8, 2020

 

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, and via Zoom Teleconference, on Thursday, October 8, 2020, at 6:00 o’clock p.m.  The meeting was called to order by Mr. Fred Butcher who, after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Mr. Warren Enterkin, Mrs. Dorothy Parker, Dr. Raymond Riley, Mr. Derrick Carson, Mr. Fred Butcher, Ms. Angela Hayes, Mrs. Lisette Forman, and Mr. Ricky Raven.

 

Board Member Mr. John Bostic was absent.

 

Ms. Dorothy Oliver with LaSalle Community Action was not present.  Superintendent Shirley will make that presentation after Item III. B.  Nonrenewal of Superintendent Whest Shirley’s contract.

 

Ms. Destiney Robb made a presentation concerning the Non-renewal of Superintendent Whest Shirley’s Contract.  She stated that she was a member of Save Concordia Parish and was there to represent the people of Concordia Parish and their petition to support Whest Shirley.  She would like the Board to reconsider their decision to not renew Superintendent Shirley’s contract and to let him finish out the school year and then reevaluate his contract again at that time.

 

After Mrs. Robb’s presentation, Mr. Butcher thanked her and stated that this was a personnel issue; therefore, they had no response at this time.

 

After a brief discussion, Mr. Butcher said they would make some attempt to get back with Mrs. Robb after they consult with the Attorney.

 

Mr. Whest Shirley gave a brief presentation of a grant from LaSalle Community Action.  Ms. Oliver and Ms. Stringer of LaSalle Community Action received a grant for entities affected by COVID-19.  This grant, which is a little over $100,000, would allow for six individuals that meet a certain criteria to be employed.

 

Item III C. Ferriday High School Football Team Documentary will be tabled until the next meeting.

It was moved by Dr. Riley, seconded by Mr. Raven and carried to approve the minutes of the Regular Meeting held on September 10, 2020, and the Special Meeting held on September 14, 2020.

 

It was moved by Dr. Riley, seconded by Mr. Enterkin and carried to approve invoices in the amount of $4,077,233 for the month of September.

 

It was moved by Dr. Riley, seconded by Mr. Raven and carried to approve the adoption of an Ordinance levying the recently passed 1% sales tax.  It was moved by Dr. Riley, seconded by Mr. Raven and carried to rescind the motion to approve the adoption of an Ordinance levying the recently passed 1% sales tax due to there not being a Roll Call Vote.

It was moved by Dr. Riley, seconded by Mrs. Parker and carried to approve the opening of an escrow account for the Tax Division.

 

It was moved by Mr. Carson, seconded by Dr. Riley and carried to table participating in the Schools Against Vaping Class Action Law Suit until the contract can be looked over and then brought back before the Board.

 

There was no Executive Session.
