PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, APRIL 8, 2021

 

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, and via ZOOM Teleconference on Thursday, April 8, 2021, at 6:00 o’clock p.m.  The meeting was called to order by Mr. Fred Butcher who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Mr. Warren Enterkin, Mrs. Dorothy Parker, Dr. Raymond Riley, Mr. Derrick Carson, Mr. John Bostic, Ms. Angela Hayes, Mrs. Lisette Forman, Mr. Ricky Raven, and Mr. Fred Butcher.

 

Committee Reports were presented.  (see attached)

 

It was moved by Mr. Raven, seconded by Mr. Bostic and carried to approve the minutes of the Regular Meeting held on March 11, 2021.

 

It was moved by Dr. Riley, seconded by Mr. Carson and carried to approve invoices in the amount of $4,346,896 for the month of March.

 

It was moved by Mr. Raven, seconded by Mr. Enterkin and carried to approve the 2021-2022 School Calendar and also the 2021-2022 12-Month Employee Calendar.

 

It was moved by Mr. Enterkin, seconded by Mr. Raven and carried to approve the extension of the agreement with the Conservation Reserve Program for another fifteen years on Section 16, Township 1North, Range 8 East.

 

It was moved by Mr. Carson, seconded by Dr. Riley and carried to approve the stipulation that if we have a non-certified teacher who has gone for one calendar year without making any moderate or significant progress towards receiving certification, as defined by the TIP Program, then that non-certified teacher will not receive a stipend for the upcoming school year.

Motion passed with 9 Yeas, 0 Nays, and 0 Abstains.

 

Mrs. Parker, Chairperson for the Strategic Plan for the Elementary and Secondary School Emergency Relief (ESSER II) Funds, gave a brief presentation concerning information that was discussed at their Committee Meeting.  Mrs. Parker stated that a portion of the ESSER II Funds will be used to focus on a program called CPSB Summer Bridge Program 2021.

 

After discussion concerning ESSER Funds, it was moved by Mrs. Forman, seconded by Mr. Bostic and carried to authorize the Interim Superintendent, the Director of Elementary Education, the Director of Secondary Education, the Business Manager, and the Title I Director to seek the services of a consultant to assist with ESSER Programs.  It was moved by Mr. Carson, seconded by Mr. Bostic and carried to include an agreement with the Interim Superintendent that the Board authorize the exception to suspend that clause in the contract for the hiring of an ESSER consultant only.  Mr. Raven voted No.

 

It was moved by Mr. Carson, seconded by Mrs. Parker and carried to table entering into a contract with Ginkgo Bioworks to conduct COVID-19 testing for students.

 

After a discussion on salaries for certified and non-certified employees for the CPSB Summer Bridge Program 2021, it was moved by Dr. Riley, seconded by Mr. Carson and carried to table this matter.

1.   Update on Covid Cases in the Parish – 1 positive student, 1 quarantines staff, and 18 quarantined students,

2.   The May board meeting is the same as FHS graduation.  We need to change the date or the time.

 

It was moved by Mrs. Forman, seconded by Mr. Carson and carried to move May’s regular board meeting from May 13 to Tuesday, May 11, 2021, due to Ferriday High School’s graduation being held on May 13.

 

It was moved by Dr. Riley, seconded by Mr. Bostic and carried to adjourn at 7:52 p.m.
