PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A PUBLIC HEARING HELD ON MONDAY, MAY 17, 2021
The School Board of the Parish of Concordia, State of Louisiana, met in a Public Hearing at the Concordia Parish School Board office in Vidalia, Louisiana, and via Zoom Teleconference on Monday, May 17, 2021, at 5:30 o’clock p.m.
The Public Hearing was called to order by Mr. Fred Butcher who after prayer and the Pledge, declared that the Board was ready for the transaction of business.
Members present were Mr. Warren Enterkin, Mrs. Dorothy Parker, Dr. Raymond Riley, Mr. Derrick Carson, Mr. John Bostic, Ms. Angela Hayes, Mrs. Lisette Forman, Mr. Ricky Raven, and Mr. Fred Butcher.
Mr. Butcher turned the floor over to Mr. Tom O’Neal, Director of Business Affairs. Mr. O’Neal explained the purpose of the hearing which was to discuss the Ad Valorem Tax Millages for 2021, and to allow public input. Mr. O’Neal explained the amount of the millages as follows:
Maintenance and Operation of System 24.49 mills
Additional Construction and Operations 12.73 mills
Constitutional 2.78 mills
Mr. O’Neal read the Resolution on the millages. The Board solicited questions from the public. There were no questions. It was moved by Mr. Carson, seconded by Mrs. Parker and carried to close the public hearing at 5:47 p.m.

The School Board of the Parish of Concordia, State of Louisiana, met in Special Session at the Concordia Parish School Board office in Vidalia, Louisiana, and via Zoom teleconference, on Monday, May 17, 2021, at 5:47 o’clock p.m. The meeting was called to order by Mr. Fred Butcher who declared that the Board was ready for the transaction of business.
Members present were Mr. Warren Enterkin, Mrs. Dorothy Parker, Dr. Raymond Riley, Mr. Derrick Carson, Mr. John Bostic, Ms. Angela Hayes, Mrs. Lisette Forman, Mr. Ricky Raven, and Mr. Fred Butcher.
It was moved by Mr. Raven, seconded by Mrs. Parker and carried to approve the adoption of the ad valorem tax millages for 2021.

Mrs. Dorothy Parker - Yea
Dr. Raymond Riley - Yea
Mr. Derrick Carson - Yea
Mr. John Bostic - Yea
Ms. Angela Hayes - Yea
Mrs. Lisette Forman - Yea
Mr. Ricky Raven - Yea
Mr. Fred Butcher - Yea
Motion passed with 9 Yeas and 0 Nays.
It was moved by Mr. Bostic, seconded by Mrs. Forman and carried to conduct the first half of the interviews for superintendent in open session and the last part be conducted in Executive Session.
The candidates were interviewed in the following order:
1. Mr. Montrell Greene
2. Ms. Toyua Watson
It was moved by Mr. Raven, seconded by Mrs. Forman and carried to enter into Executive Session at 6:48 p.m. Pursuant to La.R.S.42:17A(1) to discuss the professional competency, character, etc. of Mr. Montrell Greene.
It was moved by Dr. Riley, seconded by Mrs. Parker and carried to go back into Regular Session at 7:03 p.m.
It was moved by Dr. Riley, seconded by Mrs. Forman and carried to enter into Executive Session at 8:09 p.m. Pursuant to La.R.S.42:17A(1) to discuss the professional competency, character, etc. of Ms. Toyua Watson.
It was moved by Mr. Bostic, seconded by Mrs. Parker and carried to go back into Regular Session at 8:48 p.m.
The Board Attorney collected each ballot from the Board Members. Afterwards he read the Board Member’s name and their pick for superintendent as follows:
Mrs. Lisette Forman - Ms. Toyua Watson
Mr. Derrick Carson - Ms. Toyua Watson
Mr. Warren Enterkin - Ms. Toyua Watson
Dr. Raymond Riley - Dr. Montrell Greene
Ms. Angela Hayes - Ms. Toyua Watson
Mrs. Dorothy Parker - Ms. Toyua Watson
Mr. Fred Butcher - Ms. Toyua Watson
Mr. Ricky Raven - Ms. Toyua Watson
Mr. John Bostic - Ms. Toyua Watson
Ms. Toyua Watson received 8 votes. Dr. Montrell Greene received 1 vote.
Ms. Toyua Watson was selected as the new superintendent pending contractual negotiations.
It was moved by Mr. Bostic, seconded by Mr. Raven and carried to adjourn at 8:55 p.m.
