PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JULY 8, 2021

 

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, and via ZOOM Teleconference on Thursday, July 8, 2021, at 6:00 o’clock p.m.  The meeting was called to order by Mr. Fred Butcher who after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Mr. Warren Enterkin, Mrs. Dorothy Parker, Dr. Raymond Riley, Mr. Derrick Carson, Mr. John Bostic, Ms. Angela Hayes, Mrs. Lisette Forman, Mr. Ricky Raven, and Mr. Fred Butcher.

 

It was moved by Mr. Carson, seconded by Dr. Riley and carried to move Item V. E., Partnership with Blue Cross/Tytocare, up to V.A.

 

Committee Reports were presented. (see attached)

 

It was moved by Mrs. Forman, seconded by Mr. Enterkin and carried to approve the Maintenance Supervisor Purchasing Procedures dated July 8, 2021, from the Special Committee consisting of Dr. Riley, Mr. Enterkin, Mr. Henderson, and Mr. O’Neal, and that all parties sign this Procedural Form.

 

It was moved by Dr. Riley, seconded by Mrs. Parker and carried to approve the minutes of the Regular Meeting held on June 10, 2021.

 

It was moved by Mr. Raven, seconded by Mr. Bostic and carried to approve invoices in the amount of $7,617,197 for the month of June.

 

After a presentation and discussion concerning Healthy Blue Louisiana, it was moved by Mrs. Parker, seconded by Mrs. Forman and carried to approve the recommendation of the Superintendent to enter into a contract with Healthy Blue Louisiana for student health care.  The Board Attorney is to review the contract prior to signing.  There will be a procedure in place that parents can be notified.

 

The mask mandate discussion will be brought back before the board during a special board meeting on July 22, 2021.  Afterwhich, data from the parent survey will be reviewed.  The decision made will be reflected School-Wide (the same for each school).

 

It was moved by Mr. Bostic, seconded by Mrs. Parker and carried to approve the Virtual Learning Plan for the 2021-2022 school year.

 

It was moved by Mr. Raven, seconded by Mr. Bostic and carried to make the following changes to the 2021-2022 school calendar:

 

            1.  The first day of school for students will be August 16, 2021, which will be a full day.

            2.  Teachers will have a full work day on August 13.

            3.  FHS homecoming will be changed from October 8 to October 22.

 

It was moved by Dr. Riley, seconded by Mr. Bostic and carried to accept the recommendation of the Superintendent and approve the following job descriptions:

 

            1.   Literacy Coach

            2.   Academic Supervisor

            3.   Behavioral Interventionist (School-Based)

            4.   Testing Coordinator

 

President Butcher appointed a committee to bring back before the Board no later than October school-specific goals for the Superintendent Evaluation.  Those appointed members are Chairperson, Dr. Riley, Derrick Carson, John Bostic, and Mrs. Parker.

 

It was moved by Dr. Riley, seconded by Mr. Bostic and carried to enter into Executive Session at 7:03 p.m. to discuss recommended changes in personnel in accordance with La. R.S. 42:17A(1).

 

It was moved by Dr. Riley, seconded by Mr. Raven and carried to go back into Regular Session at 7:25 p.m.

 

It was moved by Dr. Riley, seconded by Mr. Carson and carried to add 9th Grade Principal at the newly established FHS Freshman Academy to the agenda.

It was moved by Dr. Riley, seconded by Mr. Carson and carried that the Superintendent state the changes that she is recommending.

 

            Robert Haskett, Jr. appointed as Principal at FJH

Elsa Carter appointed as Assistant Principal at FJH

Najee Herrington appointed as Teacher/Administrative Intern at FUE

Joseph Smith appointed as Principal of the FHS Freshman Academy

 

It was moved by Dr. Riley, seconded by Mr. Carson and carried to approve Joseph Smith as Principal at the FHS Freshman Academy with a two-year contract.
