PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, AUGUST 12, 2021

 

 

The School Board of the Parish of Concordia, State of Louisiana, met in Regular Session at the Concordia Parish School Board office in Vidalia, Louisiana, and via Zoom Teleconference, on Thursday, August 12, 2021, at 6:00 o’clock p.m.  The meeting was called to order by Mr. Fred Butcher who, after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Members present were Mr. Warren Enterkin, Mrs. Dorothy Parker, Dr. Raymond Riley, Mr. Derrick Carson, Mr. John Bostic, Ms. Angela Hayes, Mrs. Lisette Forman, Mr. Ricky Raven, and Mr. Fred Butcher.  All board members were present.

 

Due to the absence of Mr. William McElroy, AIA, M3A Architecture, Mr. Butcher suggested that the Board move on to Committee Meetings.

 

Committee Reports were presented.  (see attached)

 

Mr. McElroy and an associate, Mr. McKay, arrived and the board agreed to hear his update at this time.

 

After McElroy’s update, it was moved by Dr. Riley, seconded by Mrs. Forman and unanimously carried that an item be added to the agenda. The item, MHS Gymnasium Project, is to be heard under Item VI along with other Items for Discussion and Appropriate Action.

It was moved by Mrs. Forman, seconded by Mr. Bostic and unanimously carried to approve the minutes of the Regular Meeting held on July 8, 2021, and the Special Meeting held on July 22, 2021.

 

It was moved by Mr. Carson, seconded by Mr. Bostic and unanimously carried to approve invoices in the amount of $3,996,520 for the month of July 2021.

 

It was moved by Dr. Riley, seconded by Mr. Raven and unanimously carried to approve the first reading of the JGCE Policy and the GBC Policy.

 

It was moved by Dr. Riley, seconded by Mr. Bostic and unanimously carried to approve the change order as submitted by the project contractor, Don M. Barron, based on the recommendation of Premier Geotech and Testing.  The change order, in the amount of $106,600, is to remove the current reinforcements, clean out the grade beams and reset accordingly.

It was moved by Dr. Riley, seconded by Mr. Bostic and unanimously carried to engage the services of Premier Geotech and Testing, LLC, for Inspection and Construction materials testing as required for the remaining of the Monterey High Gymnasium project.

 

It was moved by Mr. Bostic, seconded by Mrs. Forman and unanimously carried to approve the Louisiana Compliance Statement that is required by the Louisiana Legislative Auditors Office.

 

It was moved by Dr. Riley, seconded by Mr. Enterkin and carried unanimously to amend the current policy for Extended Liability insurance coverage for Owner Operator School Bus Drivers. The current policy provides that all such drivers are to carry no less than $1,000,000 of Liability Insurance coverage on their respective vehicles.  With the $1,000,000 coverage, the school board is to reimburse the owner/operator for the extended cost of such coverage exceeding the base limit of $300,000.  The school board’s previous approved contribution limit of $1,000 is hereby being suspended.

 

It was moved by Dr. Riley, seconded by Mr. Bostic and unanimously carried that the Business Director be allowed to extend the current jointly held Fiscal Agreement with Concordia Bank & Trust and Delta Bank.

 

Mr. Butcher named a DOJ (Department of Justice) Committee consisting of Mr. Carson, Chair; Dr. Riley, Co-chair; and Mr. Bostic.  Mrs. Forman was named an alternate.

 

There was discussion that a project manager is needed for MHS Gymnasium Project and all major projects in the future to protect our interests.  It was moved by Dr. Riley, seconded by Mr. Bostic and unanimously carried to authorize the superintendent, the business director and the maintenance supervisor to meet with Marco Gonzalez with Volkert, Inc.  Mr. Butcher then called Gonzalez and put the call on speaker so the board members could get some background information and to allow them to engage his services on the MHS Gymnasium Project.

After a short discussion, it was moved by Dr. Riley, seconded by Mrs. Forman and unanimously carried to seek bids on the project in accordance with recently submitted projections of Brant Jones with the Civil Engineering firm of Jordan, Kaiser & Sessions.  Project is to include the overlay of Faircloth Drive and Kindergarten Road.  Bateman Drive, VHS Cafeteria Parking, FHS Front Parking and the Bus circles at FJH and FUE are to be repaired and patched as is necessary.  Overall cost of this project is projected to be $461,000.

It was moved by Dr. Riley, seconded by Mr. Bostic and carried unanimously that the board enter into Executive Session at 7:40 p.m. to discuss a planning session in accordance with R.S. 42:17A(2).

 

It was moved by Dr. Riley, seconded by Mr. Bostic and carried unanimously that the board go back into regular session at 8:30 p.m.

The following Announcement was made by Superintendent Watson:

 

Our Welcome Back campaign includes a hashtag initiative putting some positivity on social media so if you have anyone in the schools, we are doing #cpsbfamily2021.  If you are on any social media simply hit that hashtag and you will see our teachers across the district decorating their classrooms and sharing motivational words with each other.  We have over 100 teachers who have participated.   We are giving out teacher swag bags daily.  Dr. Moore made some beautiful bags with gift cards and lots of others items and we are delivering them daily to teachers who post.   We randomly select one or two each day and it’s been fun and a very positive spin to the start of a stressful year.
