PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL CALLED MEETING HELD THURSDAY, SEPTEMBER 22, 2022 AT 6:00 PM

 

 

The School Board of the Parish of Concordia, State of Louisiana, met in Special Called Session on Thursday, Septemner 22, 2022 at 6:00 PM.  The meeting was called to order by Mr. Fred Butcher who, after prayer and the Pledge, declared that the Board was ready for the transaction of business.

 

Board Members present were Mr. Warren Enterkin, Mrs. Dorothy Parker, Dr. Raymond Riley, Mr. Derrick Carson, Mr. Matt Taunton, Ms. Angela Hayes, Mr. Ricky Raven, and Mr. Fred Butcher.

 

Absent:  Mrs. Lisette Forman.

 

Mr. Tom O’Neal presented the 2022-23 Budget.  There were no questions from the public. There was some discussion by the board members on several items.  It was moved by Mr. Carson, seconded by Mr. Raven and unanimously carried to approve the budget. 

 

            Mr. Butcher requested a roll call vote.

The vote was 8 yes, 0 no, 1 absent.

 

Supt. Bachus gave a presentation on accountability using the Promethean board.  She noted that she has been involved in both district initiatives and the state initiatives.  She indicated that she has been involved in a couple of work groups and attended several relative BESE meetings.  Supt. Bachus indicated that changes had already begun on a district-wide basis. Please see Attachment A, which is a part of these minutes.

 

It was moved by Mrs. Parker, seconded by Mr. Carson and unanimously carried that January 4, 2023, be specified as a professional development day.

 

Mr. Tom O’Neal gave an update on the central office.  Today at 3:00 PM was the deadline for quotations, and two contractors submitted quotations.   One thing we came up with was to remove interior wall sections from the exterior walls two feet from floor level for inspection and remediation purposes.  The removal of the wall sections was determined based on moisture levels and will be expended as needed upon the remediation process.  The proposals call for the removal of all carpets, but do not include a reinstallation.   This was based on the fact that flooring is a long term issue and should be agreed upon by and between the building Lessee and Lessor.

Mr. Carson questioned if the problem was from the ground or from the top of the building.  Where are the problems coming from?    After more discussion, it was moved by Mr. Carson, seconded by Dr. Riley and unanimously carried to table this matter and authorize Supt. Bachus and her staff to get some additional information and get an engineer in to make sample cuts all the way around the building every so often to see if we have potential leaks.

 

Supt. Bachus presented a letter from Vidalia mayor Buz Craft in which he requested that Friday, Sept. 30, 2022, be a half day for the Concordia Parish school system due to the friendly rivalry of the (Vidalia) Vikings vs. (Ferriday) Trojans game that evening.  Mr. Butcher said this matter did not have to come before the board that Supt. Bachus could handle it.

 

Mr. Butcher asked for a motion to adjourn.  It was moved by Dr. Riley, seconded by Mr. Raven and unanimously carried.  The time was 6:57 PM.
