PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON THURSDAY, APRIL 18, 2024

The School Board of the Parish of Concordia, State of Louisiana, met in Special Session at the Media Center, Superintendent Bachus’ office, in Vidalia, Louisiana, on Thursday, April 18, 2024, at 5:30 p.m.  The meeting was called to order by Mrs. Lisette Forman, President.  After prayer and the Pledge, Mrs. Forman declared that the Board was ready for the transaction of business.

Board members present were Mr. Wayne Wilson, Mrs. Dorothy Parker, Mr. Fred Marsalis, Sr., Mr. Derrick Carson, Mrs. Lisette Forman, Mrs. Angela Hayes, Mrs. Vanessa Houck, and Mr. Fred Butcher.  

Absent was Mr. Matt Taunton.

Mr. Carson asked to change the order of Items A, B, and C on the agenda as follows:

·       Item C is now Item A, “Board Resolution Opposing State Legislation Establishing Education Savings Accounts (ESAs),”

·       Item A is now Item B, “Budget Items,”

·       Item B is now Item C, “Future Plans for the School District.”

It was moved by Mr. Marsalis, Sr., seconded by Mr. Butcher and unanimously carried to approve the resolution presented by Superintendent Bachus opposing state litigation establishing Education Savings Accounts.

Superintendent Bachus reviewed this year’s budget process, highlighting the key components: 

(1)  Staffing analysis,

(2)  Pay Increase Deliberations,

(3)  Maintenance and Capital Outlay Prioritization, and

(4)  Budget Alignment.

There was discussion on sources of revenue and anticipated expenditures for the current and upcoming school years.  It was suggested that the next meeting include looking at deficits.

There being no further business it was moved by Mr. Carson, seconded by Mr. Marsalis and unanimously carried to adjourn.  The time was 6:58 PM.
