PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON THURSDAY, JUNE 27, 2024

The School Board of the Parish of Concordia, State of Louisiana, met in Special Session at the Media Center, 508 John Dale Dr., Ste B, Superintendent Bachus’ office, in Vidalia, Louisiana, on Thursday, June 27, 2024, at 6:00 p.m.  The meeting was called to order by Mrs. Lisette Forman, President.  After prayer and the Pledge, President Forman declared that the Board was ready for the transaction of business.

Board members present were Mrs. Lisette Forman, Mr. Fred Marsalis, Sr., Mrs. Vanessa Houck, Mrs. Angela Hayes, and Mr. Fred Butcher.

Absent were Mrs. Dorothy Parker, Mr. Derrick Carson, Mr. Wayne Wilson, and Mr. Matt Taunton.

After discussion on Item A in which it was noted that action needs to be taken by June 30, Superintendent Bachus asked the board to table Item A until she hears back from legal counsel.    She explained that she had spoken with other superintendents, and they are delaying action until their July board meeting.  It was moved by Mr. Marsalis, seconded by Mrs. Hayes and unanimously carried to table Item A - Consider Revisions to Board Salary Schedules, Job Descriptions, and Other Documents as May Be Warranted as a Result of State Law/Act 311.

It was moved by Mr. Butcher, seconded by Mr. Marsalis and unanimously carried to approve the intercom systems recommended in the budget considerations, but to table the other items until the regular July meeting.

Superintendent Bachus presented several options regarding the lease of the Southern Designs building, which included leasing part of the building or leasing the entire building.  After some discussion, it was moved by Mr. Butcher not to approve any of the options, seconded by Mrs. Houck and the motion carried with Mrs. Forman voting nay.  A roll call vote was requested:

            Mr. Butcher – yea

            Mr. Marsalis – yea

            Mrs. Houck – yea

            Mrs. Hayes – yea

            Mrs. Forman – nay

Motion passed to not approve proposed lease of Southern Designs building 4 yeas, 1 nay, 4 absent.

It was moved by Mrs. Houck, seconded by Mrs. Hayes and unanimously carried to amend the uniform dress code parish-wide to state that the length of skirts and shorts will be no shorter than 3 inches above the knee.

There being no further business, it was moved by Mr. Butcher, seconded by Mrs. Houck and unanimously carried, the meeting was adjourned at 6:45 PM.
