Review of Leaves, Appointments, and Resignations
Updates were provided regarding current leaves, appointments, and resignations within the district.
Act 311 Discussion
The superintendent shared that she sent an email to all directors and supervisors inviting them to meet if they had concerns regarding Act 311. As of the meeting date, no responses had been received.
It was clarified that Act 311 was created with teachers in mind, but districts have flexibility in its application.
The superintendent recommended that Act 311 provisions apply only to teachers and principals when they are off the clock, excluding district leaders to prioritize financial prudence amid current uncertainties related to the district’s desegregation case.
Desegregation Case Update
The committee discussed the ongoing desegregation case.
The superintendent provided insights from her most recent status meeting with the DOJ and district attorneys.
Differentiated Compensation Plan
The compensation amount for the plan has been reduced this year.
The plan was developed with input from directors and supervisors and incorporates feedback from staff surveys.
All board members have received the updated plan, which requires approval before funds can be distributed.

Emphasis was placed on prudent financial decision-making due to the ongoing desegregation case and related uncertainties.
Clear delineation of Act 311 applicability ensures focus on teachers and principals while balancing fiscal responsibilities.

The Finance Committee of the Concordia Parish School Board held its regular monthly meeting on Monday, December 9, 2024. The meeting will be held in the Tax Department Conference Room, 508 John Dale Drive, Suite A, Vidalia, Louisiana @ Three-thirty (3:30 p.m.) o'clock P.M.

Discussion of the public meeting with the AG the week of December 16.
1) Review financial statements for the month of November, 2024
Expenditures of 6,125,607 for the month of November
2) Update on the Monterey School drainage project
Map enclosed in folder. Change order to add culverts(appr 2600)
3) Update on the closing process of the ESSER projects
Keith sent preliminary amounts and we are close to using all the funds.
4) Update of the kitchen equipment bid process
Bid awards and Mrs. Bethea is creating a PO
5) Update on bid process for airport road property
Advertising for this- have received 1 so far
6) Review DOE Fiscal Assessment
Enclosed in folder- Fiscal assessment was good except for last page-deficit spending
Will probably receive a call of visit from DOE
7) Payment to contractor on CO remodel -
We owe him money for his investment in the remodel. - $32,000
8) Discuss the issuance of School District Tax Bonds
The Bonding Commission-Mr O’Neal has issued financial statements to them and they are concerned about our deficit spending the last few years.
We lack a current audit because the 2022-23 audit is not complete
Mr O’Neal has requested extensions on the audit with the LLA for 22-23 several times and it was granted. LLA issued a statement on the last extension
HE received a draft of the audit, reviewed it and sent it back to the auditor.
Contacted bonding attorney and sent the draft audit to the committee
Must be reviewed and the bonding attorney is not sure we will make the agenda with the committee.
Mr O’Neal went back to 2018 and gave them numbers on expenditures for projects
We are tentatively on the agenda for their meeting this week.
Not sure where we stand with it. Hoping we will be approved and they meet Thursday morning.

o Status: The gas leak problem remains unresolved. Follow-up actions and resolutions are still pending.
3. Differentiated Compensation Plan
o A discussion was held regarding the differentiated compensation plan, exploring ways to effectively implement and manage the program.
