PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA TAKEN AT A SPECIAL JOINT MEETING WITH THE CONCORDIA PARISH POLICE JURY HELD ON MONDAY, FEBRUARY 17, 1992.

 

The School Board of the Parish of Concordia, met in a joint meeting with the Concordia Parish Police Jury in the Jury Room at the Concordia Parish Court House, Vidalia, Louisiana, Monday, February 17, 1992 at six (6:00) o'clock p.m.

 

Members present were Honorable J.W. Calhoun, President; Rev. Johnnie Brown; Mrs. Marie Cowan; Mr. Jerry King; Mrs. Polly Miley; Mr. Charles Partridge; Mr. Walter Stampley; and Mrs. Georgia Washington.

 

Members absent:  Mr. Manson Nelson

 

The meeting was duly convened by Honorable Russell Wagoner, President, who declared that the boards after prayer led by Mr. Jerry King and the Pledge of Allegiance to the Flag, were ready for the transaction of business.

 

Mr. Oliver Schultz was introduced and explained two (2) separate proposals for reapportionment.

 

Various questions were asked by board members and others.  The session was taped.

 

Mr. Wagoner called a short recess for the school board to discuss business.  The recess was called at 7:15 o'clock p.m.

 

It was moved by Mr. Stampley, seconded by Mr. Partridge to retain nine (9) members and retain districts as is.  A roll call vote was called by Mr. Calhoun.  YEAS:  Mr.  Partridge and Mr. Stampley.  NAYS:  Rev. Brown, Mrs. Cowan, Mr. Calhoun, Mrs. Miley, and Mrs. Washington.  ABSTAIN:  Mr. King.  The motion failed.

 

It was moved by Mrs. Miley, seconded by Mrs. Washington to have nine (9) districts eliminating the dual district in Ward Three (3) changing it to a single member district.  A roll call vote was called by Mr. Calhoun.  YEAS:  Rev. Brown, Mr. Calhoun, Mrs. Cowan, Mrs. Miley, and Mrs. Washington.  NAYS:  Mr. King, Mr. Partridge, and Mr. Stampley.  The motion carried.

 

The joint meeting reconvened at 7:30 p.m.

 

The Police Jury discussed having another proposal drawn up for the next regular meeting, March 9, 1992.  They asked Mr. Schultz to have the proposal copied and sent out to the school board to view before this meeting.  He then invited the board to join the meeting to discuss this proposal, if they desired.

 

However, school board members agreed to have Mr. Schultz draw up a third proposal with the majority black district in the Vidalia area to be presented to them in a separate meeting.  Date and time for this meeting will be decided when the proposal is ready.

 

After dismissal by the Police Jury, it was moved by Mr. Stampley, seconded by Mrs. Washington and carried to adjourn.

 

The meeting was adjourned at seven forty-five o'clock p.m.
