PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA TAKEN AT THE REGULAR MEETING HELD ON TUESDAY, MARCH 17, 1992.
The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office in Vidalia, Louisiana on Tuesday, March 17, 1992, at five-thirty (5:30) o'clock p.m.
Members present were Honorable J.W. Calhoun, President; Mrs. Marie Cowan; Mr. Jerry King; Mr. Manson Nelson; Mrs. Polly Miley; Mr. Charles Partridge; and Mr. Walter Stampley.
Absent: Rev. Johnnie Brown and Mrs. Georgia Washington.
The School Board of the Parish of Concordia was duly convened by Honorable J.W. Calhoun, President, who declared that the board after prayer led by Rev. Johnnie Hollins and the Pledge of Allegiance to the Flag, was ready for the transaction of business.
Rev. Johnnie Brown arrived at 5:35 o'clock p.m.
It was moved by Mr. Partridge, seconded by Mr. Nelson and carried unanimously to approve minutes from the February 11, 17, 18, and 20, 1992 board meetings.
Mrs. Gloria Dangerfield, Assistant Director of Business Affairs, discussed invoices and passed out pertinent information to board members. It was moved by Mr. Nelson, seconded by Mrs. Cowan and carried unanimously to approve invoices totaling $1,375,132.14.
Mrs. Georgia Washington arrived at 5:45 o'clock p.m.
The following students were introduced and recognized for their accomplishments by Dr. Pete Peterman, Acting Supervisor of Curriculum and Instruction and their DECA Sponsors:

Mrs. Cowan recognized the participants in the Bike-A-Thon, commended the principals and Superintendent Lee for their participation.
It was moved by Mr. Partridge, seconded by Rev. Brown and carried unanimously to transfer all monies above the amount of $75,000 from the Sales Tax 80% Salary Fund to General Fund each month.
It was moved by Mrs. Cowan, seconded by Rev. Brown to move payday to March 25. The motion carried 8-1 with Mr. Partridge voting no. Paychecks not mailed will be available between 2:00 and 4:00 p.m. Tuesday afternoon at the central office.
It was moved by Rev. Brown, seconded by Mrs. Miley and carried unanimously to adopt a resolution on unemployment compensation. (Resolution attached to and made a part of the minutes)
It was moved by Rev. Brown, seconded by Mr. Nelson and carried unanimously to approve the Superintendent's Contract Goals. (Goals attached to and made a part of these minutes)
It was moved by Mr. Partridge, seconded by Mr. King and carried to approve the following personnel changes.

Dr. Pete Peterman discussed the Insurance Committees' decision on an insurance proposal. The committee did not recommend the insurance for the employees. It was moved by Mr. Partridge, seconded by Mr. King and carried unanimously to reject the insurance proposal.
After discussion of class size (15 students required) and location, it was moved by Mr. Stampley, seconded by Mr. Partridge and carried unanimously to approve the following dates for Summer School for 1992:
Elementary
June 1, 1992 - July 20, 1992 (July 3, Holiday)
High School
June 1, 1992 - July 13, 1992 (July 3, Holiday)
It was moved by Mr. Partridge, seconded by Mr. King and carried unanimously to approve the Summer School Food Service Program. The sites were tentatively set for VJH in Vidalia and FUE in Ferriday. Rev. Brown asked that the board look into the possibility of changing the Ferriday site to FJH. It was agreed to discuss this at a later meeting.
Mrs. Doretha Woodfork, Supervisor of Special Education presented the Community Base Program Curriculum to the board. After she distributed pertinent information, explained the program, and answered questions, the board members decided to move the vote to the next regular meeting.
It was moved by Mr. Stampley, seconded by Mrs. Miley and carried unanimously to approve May 1, 1992 as Pre-School Round-Up Day.
It was moved by Mr. Partridge, seconded by Mr. King and carried to adopt a proclamation declaring April as Child Net/Child Search Month.
Mr. Tom O'Neal, Director of Business Affairs discussed the new MFP funding. He explained the percentages of funds and gave required target areas for the funds.
Superintendent Lee discussed the revised Policy Manual and asked for direction on this material. Several board members asked for copies of the material and it was decided to send out a checklist to determine which sections of material needed copying.
It was moved by Mrs. Miley, seconded by Mrs. Washington and carried unanimously to go into Executive Session at six thirty-two (6:32) o'clock p.m. to discuss a personnel matter and a competitive marketing contract.
It was moved by Mrs. Cowan, seconded by Mr. Stampley and carried unanimously to return to open session at seven fifteen (7:15) o'clock p.m.
Superintendent Lee made the following announcements:
1. There will be a parishwide "State of the System" meeting for all employees on Friday,March 20, at 2:00 p.m. at Vidalia High School.
2. Ferriday Junior High and Ferriday Upper Elementary were both recently broken into and will need alarm systems installed immediately.
It was moved by Mr. Stampley, seconded by Mrs. Miley and carried unanimously to adjourn at seven seventeen (7:17) o'clock p.m.
