PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA TAKEN AT THE REGULAR MEETING HELD ON TUESDAY, APRIL 21, 1992.
The School Board of the Parish of Concordia, State of Louisiana, met in special session at the Concordia Parish School Board Office in Vidalia, Louisiana on Tuesday, April 21, 1992, at five-thirty (5:30) o'clock p.m. The meeting was called to order by the Honorable J.W. Calhoun, President, who declared that the board after prayer led by Mrs. Marie Cowan and the Pledge of Allegiance to the Flag, was ready for the transaction of business.
Members present were Rev. Johnnie Brown; J. W. Calhoun; Mrs. Marie Cowan; Mrs. Polly Miley; Mr. Manson Nelson; Mr. Charles Partridge; and Mr. Walter Stampley.
Members absent were Mr. Jerry King and Mrs. Georgia Washington.
It was moved by Mr. Partridge, seconded by Rev. Brown and carried unanimously to approve the minutes from the March 10 and 17 board meetings.
It was moved by Mr. Partridge, seconded by Mr. Brown and carried unanimously to approve invoices totaling $1,756,994.32.
Dr. Mary Eidt, Elementary Supervisor recognized Mrs. Patty Bellis, EDCORE Grant winner who was chosen as one of five top educators in the nation. Also, Dr. Eidt recognized Mrs. Erma Davis, Ms. Linda Knight, and Ms. Debra Harris as EDCORE Grant winners.
Three Principals were recognized by the National Association of Schools and Colleges for their five year study. These were: Mr. Eddie Washington, FUE; Mr. Fred Marsalis, VJH; and Mrs. Stephanie Blunschi, RES.
Vidalia High Rally students recognized were as follows: Samantha Reed, Opal Reed, Marcus Reed, Monica Doughty and Jeff Banks. Others not present were Karen Hudson, Susan Taylor, Raymond Murray, Chris Littlejohn, and Carmen Gremillion.
Elijah Hall, Jr. of Ferriday Junior High won a U.S. Savings Bond for his artwork in the Pilot Club showing and met with Edwin Edwards, Governor of Louisiana. He was accompanied by his art teacher, Fran Nolan and Principal, Eddie Washington.
It was moved by Rev. Brown, seconded by Mrs. Miley and carried unanimously to approve the Community Based Program Curriculum for Special Education students.
It was moved by Mr. Partridge, seconded by Mr. Nelson and carried unanimously to go into Executive Session for an appeal hearing at five fifty-five (5:55) o'clock p.m.
Mrs. Georgia Washington arrived at six (6:00)o'clock p.m.
It was moved by Mrs. Cowan, seconded by Mr. Nelson and carried unanimously to return to open session at six thirty-five (6:35) o'clock p.m. The board upheld the principal's decision.
Mr. Fred Butcher, Principal of Ferriday High School discussed the Adult Education program and the new program which includes 16-21 year olds. It was moved by Mrs. Miley, seconded by Rev. Brown and carried unanimously to approve the budget for Adult Education.
After explanation and discussion, it was moved by Rev. Brown, seconded by Mr. Nelson and carried unanimously to approve the budget for Project Independence.
Mr. Julius Huhn, Director of Chapter I explained the Chapter I Project, distributed handouts, and answered questions. It was moved by Mr. Stampley, seconded by Mrs. Miley and carried unanimously to approve the Chapter I Project for 1992-93.
The General Fund budget revision was moved to a later meeting.
After a recommendation by Superintendent Lee to change the summer food program from the campus of FUE to FJH for this year to see if it will enhance participation of the students, it was moved by Mr. Nelson, seconded by Rev. Brown and carried unanimously to accept this recommendation.
Rev. Brown moved that the original invoices from the Ferriday High investigation be turned over to the Business Department for payment and that they be paid immediately. The motion was seconded by Mr. Nelson and carried 6-2 with Mr. Partridge and Mr. Calhoun voting no.
It was moved by Mrs. Miley, seconded by Rev. Brown and carried unanimously to revise the schedule to advertise for the position of Supervisor of Curriculum and Instruction. The application period will be May 1-14, screening/interviewing will be May 15 and 18 and Superintendent Lee will make his recommendation at the Regular Meeting on May 19.
It was moved by Mr. Stampley, seconded by Rev. Brown and carried unanimously to adjourn at seven twelve (7:12) o'clock p.m.
