PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A COMMITTEE MEETING HELD ON TUESDAY, JUNE 9, 1992.
The School Board of the Parish of Concordia, State of Louisiana, met in committee at the Concordia Parish School Board Office in Vidalia, Louisiana on Tuesday, June 9, 1992 at five-thirty (5:30) o'clock p.m. The meeting was called to order by the Honorable J.W. Calhoun, President, who declared that the board after prayer led by Mr. Nelson and the Pledge of Allegiance to the Flag, was ready for the transaction of business.
Members present were Honorable J.W. Calhoun; Rev. Johnnie Brown; Mrs. Marie Cowan; Mr. Jerry King; Mrs. Polly Miley; Mr. Manson Nelson; and Mr. Walter Stampley.
Members absent: Mrs. Georgia Washington and Mr. Charles Partridge.
Mr. Tom O'Neal, Director of Business Affairs, discussed financial information given the board members and asked that the interest off the one million dollars in reserve for insurance fund be placed back into that fund to accrue. Previous procedure was to channel the interest into the General Fund.
It was asked whether the school board had received it's share of damages owed by the government and Mrs. Dangerfield said that all the monies had not been received to date. Board members inquired whether any action on the board's part would speed up the process and it was decided that board action would not expedite the receipt of these funds.
Mrs. Jimmye Campbell presented an overview of the Delayed Retirement Option Program (DROP).
Dr. Mary Eidt, Elementary Supervisor, presented the Dyslexic Students Law R.S. 17:7 (11) guidelines accepted by the Board of Elementary and Secondary Education.
Mr. H.L. Irvin, Supervisor of Supportive Services, discussed the Monterey roof. He indicated that there are 7,751 square feet to be replaced. He gave an approximate cost of $31,000, if no other damages are found underneath the surface when the roof is removed.
It was discussed to approve advertising for bids at the regular meeting.
Dr. Pete Peterman, Supervisor of Curriculum and Instruction, discussed the renovation of vocational facilities necessary for specifications required to receive Perkins-2 monies. The high school and elementary libraries would be temporarily located together. Renovations will be made to the high school library adding a guidance center. Cost for the work was estimated between $2,000 and $3,000.
Superintendent Lee discussed updating portions of the policy manual to include changes pertinent to the new policies. First reading was set for the regular board meeting with approval scheduled for July 21 board meeting.
Superintendent Lee discussed the need for a uniform dress code. He noted the positives for children, including no competition for costly "name brand" clothes and shoes and a one time cost for supplying uniforms. He indicated that he would run a questionnaire in the local newspaper for public input. A showing of various sizes of the uniform will be presented at a later date.
Superintendent Lee informed the board that he has decided to utilize MFP funds earmarked for Early Childhood to start kindergarten screening for the 1992-93 school year two weeks before school starts to enable the kindergarten students to begin the same date as other students. Approximately $30,000 can only be used for early childhood and can be used for teachers' salaries and testing materials.
Superintendent Lee informed the board of Louisiana School Boards Association invoice for annual dues for the 1992-93 school year. The invoice amount is $5,000. Some board members questioned the high cost for dues and were informed of some of the benefits provided through LSBA. It was agreed that membership would be renewed at the June 16, regular meeting.
Superintendent Lee read his position paper to the board and discussed his ideas and expectations for the future of public education in Concordia Parish.
The meeting was adjourned at eight twenty-two (8:22) o'clock p.m.
