PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT THE REGULAR MEETING HELD ON TUESDAY, JUNE 16, 1992.

 

The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office in Vidalia, Louisiana on Tuesday, June 16, 1992 at five-thirty (5:30) o'clock p.m.  The meeting was called to order by the Honorable J.W. Calhoun, President, who declared that the board after prayer led by Rev. Freddie Schiele and the Pledge of Allegiance to the Flag, was ready for the transaction of business.

 

Members present were Honorable J.W. Calhoun; Rev. Johnnie Brown; Mrs. Marie Cowan; Mrs. Polly Miley; Mr. Manson Nelson; Mr. Charles Partridge; Mr. Walter Stampley; and Mrs. Georgia Washington.

 

Members absent:  Mr. Jerry King.

 

It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to approve the minutes from May 12 and May 19, 1992.

 

It was moved by Mr. Partridge, seconded by Mr. Nelson and carried unanimously to approve invoices totaling $1,289,087.95.

 

Superintendent Lee, assisted by Mr. Calhoun, recognized the following retirees:

 

            Clarence Barksdale, 10 years                           Wilbur Johnson, 26 years

Dr. Mary Eidt, Elementary Supervisor, recognized the following IP Edcore Grant winners:

            Edith Chauvin, VLE, $1,000                 Patty Bellis, FLE, $8,410

            Carla Fast, FUE, $995

 

It was moved by Rev. Brown, seconded by Mr. Nelson and carried unanimously to advertise for bids to replace the roof on the Primary Wing of Monterey High School.

 

It was moved by Rev. Brown, seconded by Mrs. Washington and carried unanimously to approve the relocation/renovation of the Monterey High School Guidance Center.

 

It was moved by Mrs. Cowan, seconded by Rev. Brown and carried unanimously to pay Louisiana School Board Association dues for 1993.

 

It was moved by Mr. Partridge, seconded by Mr. Nelson and carried unanimously to approve a kindergarten screening procedure which would enable the kindergarten students to begin school the same time as other students.

 

It was moved by Mr. Stampley, seconded by Mrs. Miley and carried unanimously to change the order of the agenda to allow Irvin Ritter to be first.

 

Irvin Ritter, Consulting Engineer for Irvin Ritter Associates, the firm that originally installed the air condition monitoring system for Concordia Parish discussed the process and equipment needed to complete a centralized monitoring system.  After discussion, it was moved by Mr. Nelson, seconded by Mr. Partridge and carried unanimously to make the necessary arrangements and purchase equipment to implement this operation not to exceed a cost of $3,000.

 

It was moved by Mr. Stampley, seconded by Rev. Brown and carried unanimously to open bids on school food services.  

 

It was moved by Mr. Partridge, seconded by Rev. Brown and carried unanimously to award bids to Flav-O-Rich for the following:

            Composite (1/2 pint whole homogenized milk, 2% lowfat, and 2%         lowfat chocolate           for .1681 per unit.

            Apple juice - 48/4                    .119 per unit

            Orange juice - 48/4                  .119 per unit

 

It was moved by Mr. Stampley and seconded by Mrs. Miley to accept the lowest in-parish bid, if legal, if not, then the lowest bid for pest extermination.  The motion carried 7-1 with Mr. Partridge voting no.

 

It was moved by Mr. Stampley, seconded by Rev. Brown and carried unanimously to accept the bid for bread from Cotton Bros. Baking Co.  Prices are as follows:

 

            Sliced white enriched, 24 oz.                              .97

            Sliced whole wheat bread, 16 oz.                       .99

            Hot dog buns, 12 pkg.                                      1.08

            Cafe buns/hamburger buns, 25 pkg.                  1.50

            French bread, fully cooked, 16 oz.                      .99

Mr. Tom O'Neal, Director of Business Affairs, discussed a budget revision and passed out pertinent material.  It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to approve the General Fund budget revision.

 

It was moved by Mrs. Miley, seconded by Mr. Stampley and carried unanimously to approve personnel for Summer School.  Instructors are as follows:

 

            Ferriday Junior High

                        Bobby Hinson - Language Arts and Social Studies

                        Ernestine Watts - Math and Science

 

            Ferriday High School

                        Brenda Logan - Driver Education

 

            Vidalia High School

                        Paula Crouch - English I and III

                        Mildred Grimble - Geometry

                        Mary Williams - Algebra I and II

                        Tommy Lanius - Driver Education

 

It was moved by Rev. Brown, seconded by Mrs. Miley and carried unanimously to advertise for a Child Nutrition Manager for Vidalia Upper Elementary June 17-30.

 

It was moved by Rev. Brown , seconded by Mrs. Miley and carried unanimously to go into executive session at seven o-seven (7:07) o'clock p.m. to discuss personnel.  It was moved by Mr. Partridge, seconded by Mr. Nelson and carried unanimously to return to open session at seven twenty-four (7:24) o'clock p.m.

 

Superintendent Lee recommended the board appoint Jack Bairnsfather as Principal of Monterey High School on a two (2) year contract beginning July 22, 1992 and ending July 21, 1994.  It was moved by Rev. Brown and seconded by Mrs. Miley to accept

Superintendent Lee's recommendation on Monterey High School Principal.  A roll call vote was taken and results were as follows:  YEAS:  Brown, Cowan, Miley, Nelson, Partridge, Stampley and Washington.  NAYS:  Calhoun.  The motion carried 7-1.

 

Superintendent Lee made the following recommendations regarding the assistant principal's position at Monterey:  (1) that the assistant principal at Monterey School be filled from the list of remaining applicants.  It was moved by Mrs. Washington, seconded by Rev. Brown and carried unanimously.  (2) that the assistant principal's position be changed from 10 months to 11 months to concur with the other two high schools.  It was moved by Mrs. Washington, seconded by Mr. Nelson and carried unanimously to make the Monterey Assistant Principal job an eleven month job to coincide with other high school assistant principal positions in the parish. 

 

It was moved by Mr. Partridge and seconded by Mrs. Miley to appoint Gordon Finlay Assistant Principal at Monterey High School on a two (2) year contract beginning July 22, 1992 and ending July 21, 1994, as per Superintendent Lee's recommendation.  A roll call vote was taken and results were as follows:   YEAS:  Brown, Calhoun, Cowan, Miley, Nelson, Partridge, and Washington.  NAYS:  Stampley.  The motion carried 7-1.

 

Superintendent Lee asked the board not to advertise for the Secretary/Bookkeeper position at Ridgecrest Elementary School.  This recommendation is based on the fact that the board has always allowed administrators to select their own secretary.

 

It was moved by Mr. Partridge to advertise for the position of Secretary at Ridgecrest Elementary School.  The motion died for lack of a second.

 

It was moved by Mrs. Miley and seconded by Mrs. Cowan not to advertise for this job.  The motion carried 7-1 with Mr. Partridge voting no.  Superintendent Lee will make a recommendation for appointment at the regular meeting held in July.

 

It was moved by Rev. Brown, seconded by Mr. Nelson and carried unanimously to approve the LEA application-Idea B-FY93 (Special Education).

After explanation, it was moved by Mr. Stampley, seconded by Rev. Brown and carried unanimously to make changes in policy GBRA.  Changes include the reduction of days allowed to submit health permits from 45 days to 15 days and the inclusion of activities drivers in this policy.  Substitute drivers would be excluded from receiving the examinations paid by the Board.  Also included in this policy is school food service technicians, noting that their examinations are paid through the food services funds. Dr. Pete Peterman, Supervisor of Curriculum and Instruction, made recommendations for the foreign language textbook adoption.  The recommendations are as follows:

It was moved by Mr. Stampley, seconded by Mr. Nelson and carried unanimously to adopt the recommended texts.

 

It was moved by Mrs. Washington, seconded by Mr. Nelson and carried unanimously to change Mrs. Audrey Melton from resignation to retirement classification on the personnel list.

 

It was moved by Mrs. Miley, seconded by Mrs. Washington to approve personnel as recommended by Superintendent Lee:
