PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON MONDAY, JULY 27, 1992.

 

The School Board of the Parish of Concordia, State of Louisiana, met in special session at the Concordia Parish School Board in Vidalia, Louisiana on Monday, July 27, 1992 at six-thirty (6:30) o'clock p.m.  The meeting was called to order by the Honorable J.W. Calhoun, President, who declared that the board after prayer led by Mr. Manson Nelson and the Pledge of Allegiance to the Flag, was ready for the transaction of business.

 

Members present were Honorable J.W. Calhoun; Mrs. Marie Cowan; Mr. Jerry King; Mrs. Polly Miley; Mr. Manson Nelson; Mr. Charles Partridge; Mr. Walter Stampley; and Mrs. Georgia Washington.

 

Members absent:  Rev. Johnnie Brown

 

Superintendent Lee briefly discussed his recommendations for cutting costs.  He indicated that these recommendations will give short-term relief.  There are long-term cuts which will be recommended at a later date.  He also remarked that failure to revise the cost-cutting proposal would mean that the original proposal would remain in effect.  (Revised proposal attached.)

 

It was moved by Mrs. Cowan, seconded by Mrs. Miley and carried unanimously to eliminate all athletic allotments for the 1992-93 school year.

 

After discussion, Mr. Stampley and Mrs. Miley stated that they would abstain from any voting on retirees' benefits.  It was moved by Mr. King and seconded by Mr. Partridge to deny a 20% cut to retirees' benefits.  A vote tied 3-3 with Mr. King, Partridge and Nelson voting yes and Mrs. Cowan, Mrs. Washington and Mr. Calhoun voting no.  The motion failed.

 

It was moved by Mrs. Washington, seconded by Mr. Nelson and carried unanimously to approve a twenty (20%) percent reduction in sales tax supplements effective September 1, 1992.

 

It was moved by Mrs. Washington and  seconded by Mrs. Cowan to approve a 20% cut to retirees' benefits.  A vote tied 3-3 with Mrs. Cowan, Mrs. Washington and Mr. Calhoun voting yes and Mr. King, Mr. Partridge and Mr. Nelson voting no.  The motion failed.

 

It was moved by Mrs. Miley, seconded by Mr. Nelson and carried unanimously to give employees who retire on or after July 1, 1993 the same benefits as active employees.

 

It was moved by Mr. Nelson, seconded by Mr. Stampley and carried unanimously

to place a mandate of 78 degrees-summer and 68 degrees-winter on all school thermostats.  A parishwide mandate will be drawn with particulars including building responsibility for those thermostats that are not centrally controlled.

 

It was moved by Mrs. Washington and seconded by Mrs. Miley to freeze all locally funded step salary increases at the 1991-92 level.  The motion carried 6-2 with Mr. King and Mr. Partridge voting no.

 

It was moved by Mr. Nelson, seconded by Mrs. Washington and carried unanimously to take a Fiscal Agent Agreement under advisement until the Superintendent could study it and make a recommendation.

 

It was moved by Mr. Stampley, seconded by Mr. Partridge and carried unanimously to reject all bids on the Monterey Primary Wing roof.

 

It was moved by Mr. Partridge, seconded by Mrs. Washington and carried unanimously to adjourn at seven thirty (7:30) o'clock p.m.
