PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT THE REGULAR MEETING HELD ON TUESDAY, NOVEMBER 17, 1992.
The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office in Vidalia, Louisiana on Tuesday, November 17, 1992 at five thirty (5:30) o'clock p.m. The meeting was called to order by the Honorable J.W. Calhoun, President, who declared that the Board after prayer led by Mr. Manson Nelson and the Pledge of Allegiance to the Flag, was ready for the transaction of business.
Members present were Honorable J.W. Calhoun; Rev. Johnnie Brown; Mrs. Marie Cowan; Mrs. Polly Miley; Mr. Manson Nelson; Mr. Charles Partridge; Mr. Walter Stampley and Mrs. Georgia Washington.
Members absent: Mr. Jerry King
It was moved by Mr. Nelson, seconded by Mrs. Miley and carried unanimously to approve the revised agenda.
Superintendent Lee asked the board to recognize students who placed in a poster contest sponsored by the Vietnam Veterans Support Group. Winners are as follows:
2nd place - Daniel Sciara, fourth grade, VUE
3rd place - Jeremy Rowzee, fifth grade, VUE
Honorable Mention - Ashlee Hammett, fifth grade VUE
It was moved by Mr. Stampley, seconded by Mr. Partridge and carried unanimously to approve minutes from October 13, and October 19, 1992.
Mrs. Gloria Dangerfield presented a comprehensive analysis of invoices. It was moved by Mr. Partridge, seconded by Rev. Brown and carried unanimously to approve invoices totaling $1,401,837.63.
It was moved by Mr. Partridge and seconded by Rev. Brown to approve the first reading of the smoking policy. The motion failed 4-4 with Mrs. Miley, Mrs. Washington, Mrs. Cowan and Mr. Stampley voting no.
It was moved by Mrs. Miley, seconded by Mrs. Cowan to add to the smoking policy a first clause which states that each principal or administrator in charge will issue a copy of the smoking policy for signature by each employee which will serve as warning to each employee. The motion carried with Rev. Brown, Mr. Nelson, and Mr. Partridge voting no.
It was moved by Mr. Stampley, seconded by Mrs. Cowan and carried unanimously to approve a procedure determining Honor Scholarships. (copy attached)
It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to approve restricting $1,000,000.00 for the Insurance Fund in a separate account. This will include paying insurance premiums and casualty losses on buildings (i.e. fire, flood, wind) from the account, effective this fiscal year.
It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to approve re-advertising for a School Nurse as a part-time position for three days a week at the current salary.
It was moved by Mr. Partridge, seconded by Mr. Nelson and carried unanimously to advertise for bids to lease the Monterey Processing Plant with a limit of $50.00 per month for a one year lease.
It was moved by Mrs. Miley, seconded by Mrs. Cowan and carried unanimously to approve personnel listed below:
Retirement: James L. Browning, Sp. Ed. Teacher, VUE, eff. 11-12-92
Appointment: Virginia Robertson, Teacher, FHS, eff. 10-19-92
It was moved by Mr. Nelson, seconded by Rev. Brown and carried unanimously to move to Executive Session at six thirty-one (6:31) o'clock p.m.
It was moved by Mrs. Cowan, seconded by Mrs. Washington and carried unanimously to return to Open Session at six fifty-two (6:52) o'clock p.m.
Superintendent Lee reported to the audience that a student problem was discussed during the Executive Session with no board action required.
It was moved by Mrs. Cowan, seconded by Mrs. Miley and carried unanimously to hear a parent appeal.
It was moved by Mr. Stampley, seconded by Mr. Partridge and carried unanimously to move into Executive Session to hear the appeal privately at six fifty-five (6:55) o'clock p.m.
It was moved by Mrs. Cowan, seconded by Mrs. Washington and carried unanimously to return to Open Session at seven twenty (7:20) o'clock p.m.
Mr. Calhoun asked the Board to move on the parents' appeal to overturn the principal's decision of expelling their child. There was no motion, so the principal's decision was upheld.
It was moved by Mr. Stampley, seconded by Mrs. Washington and carried unanimously to adjourn at seven twenty-two (7:22) o'clock p.m.
