PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON TUESDAY, JANUARY 19, 1993.

 

The School Board of the Parish of Concordia, State of Louisiana, met in special session at the Concordia Parish School Board Office in Vidalia, Louisiana, on Tuesday, January 19, 1993, at five-thirty (5:30) o'clock p.m.  The meeting was called to order by the Honorable J.W. Calhoun, President, who declared that the Board, after prayer led by Mrs. Georgia Washington and the Pledge of Allegiance to the Flag, was ready for the transaction of business.

 

Members present were Honorable J.W. Calhoun; Rev. Johnnie Brown; Mrs. Marie Cowan; Mr. Jerry King; Mrs. Polly Miley; Mr. Manson Nelson; Mr. Walter Stampley; and Mrs. Georgia Washington.

 

Members absent:  Mr. Charles Partridge

 

Superintendent Lee introduced Mrs. Fran Nolan, GT teacher who recognized winners of the Superintendent's Art Contest.  They are as follows:

 

1st place:  Marques Webber - FUE and Leigh Lanius - VJH

2nd place:  Charles Clayton - VLE and Tara Milligan - VJH

3rd place:  Jokora Martin - FLE and A'Ron Thomas - FUE

Honorable Mention:  David Martin - FUE

 

Mr. Tom O'Neal, Director of Business Affairs, assisted by Mrs. Gloria Dangerfield, Assistant Director of Business Affairs presented a comprehensive financial analysis and forecast. 

 

During discussion, Mr. H. L. Irvin, Maintenance Supervisor informed the board of a problem discovered during roof repairs at VJH.  Rooftop air conditioning units were checked and found rusted out and dilapidated.  After replacement cost estimates were given, it was decided that this should be handled as a regular maintenance item.

 

Superintendent Lee asked the board to approve the transfer of $94,000 un-encumbered loan funds to the general fund,  only if needed.  After discussion, it was moved by Mrs. Miley, seconded by Mrs. Washington and carried unanimously to approve the transfer, if needed.

 

Mr. Irvin opened bids for roof repair package for Ferriday Upper Elementary.  Bids were as follows:

 

            Brown Industries                      $57,490 base

                                                             25,700 alternate

 

            Central Roofing                        $59,475 base

                                                             24,872 alternate

 

            United Roofing                         $55,800 base

                                                             20,400 alternate

 

            Winnsboro Roofing                   $66,000 base

                                                             29,300 alternate

 

            Charles W. Malone                  $68,972 base

                                                             26,022 alternate

 

After a committee (Mrs. Dangerfield, Mr. Irvin, and Mr. O'Neal) checked on specifications and required enclosures stated at the pre-bid conference, a bid award was recommended.It was moved by Mr. King, seconded by Mrs. Miley and carried unanimously to accept low bid from United Roofing for $76,200.  

 

It was moved by Mr. Stampley, seconded by Mrs. Cowan and carried unanimously to move into executive session at six fifty-nine (6:59) o'clock p.m. to discuss the superintendent's .

evaluation.

It was moved by Mrs. Cowan, seconded by Mr. Nelson and carried unanimously to go back into open session at seven twelve (7:12) o'clock p.m.

 

Mr. Calhoun reported that during the executive session he received superintendent observation forms from board members.

 

Mrs. Doretha Woodfork, Special Education Supervisor answered questions about the Kid-Med screening program for Medicaid eligible students.  After discussion, it was moved by Mr. King, and seconded by Mr. Nelson to approve Kid-Med for the remainder of the 1992-93 school year only.  The motion passed 6-2 with Mr. Calhoun and Rev. Brown voting no.

 

It was moved by Mrs. Miley, seconded by Mrs. Cowan and carried unanimously to adjourn at seven thirty-two (7:32) o'clock p.m.
