PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT THE REGULAR MEETING HELD ON TUESDAY, APRIL 6, 1993.

 

The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office in Vidalia, Louisiana, on Tuesday, April 6, 1993, at five-thirty (5:30) o'clock p.m.  The meeting was called to order by the Honorable J.W. Calhoun, President, who declared that the Board, after prayer led by Rev. Marvin Rieger and the Pledge of Allegiance to the Flag, was ready for the transaction of business.

 

Members present were Honorable J.W. Calhoun; Rev. Johnnie Brown; Mrs. Marie Cowan; Mr. Jerry King; Mrs. Polly Miley; Mr. Manson Nelson; Mr. Charles Partridge; Mr. Walter Stampley; and Mrs. Georgia Washington.

 

Members absent:  None

 

It was moved by Mr. Partridge, seconded by Rev. Brown and carried unanimously to approve invoices in the amount of $1, 606,276.18. 

 

It was moved by Mrs. Miley, seconded by Rev. Brown and carried unanimously to approve minutes from March 2 and March 16, 1993 board meetings.

 

It was moved by Mr. Stampley, seconded by Mr. Partridge and carried unanimously to approve reversing items IV. (Executive Session) and VI. (Special Recognitions) so that special recognitions could be done early.

Superintendent Lee presented the accreditation certification from Southern Association of Colleges and Schools to Mr. Calhoun, who accepted for the Concordia Parish School Board.  It was noted that this is an honor for all schools in the parish to be accredited.

 

It was moved by Rev. Brown, seconded by Mr. Stampley and carried unanimously to approve a Chapter I Parent Center at Vidalia Lower Elementary.

 

It was moved by Mr. Partridge, seconded by Rev. Brown and carried to advertise for a Chapter I building to house the Parent Center at VLE.

 

It was moved by Mrs. Miley and seconded Rev. Brown to accept the proposed school calendar for 1993-94.  The motion carried 7-2 with Mr. Partridge and Mr. King voting no.

 

It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to approve changing qualifications for substitute teachers from thirty (30) to twenty-four (24) hours.

 

It was moved by Mrs. Miley and seconded by Mr. Stampley to return to a 6-period schedule for the parish high schools in the 1993-94 school year.  The motion carried 8-1 with Mr. Partridge voting no.  Monterey High was given a one year extension, if needed.

 

It was moved by Rev. Brown, seconded by Mr. Partridge and carried unanimously to advertise for bids on the remaining roof packages at Vidalia Upper Elementary, Ferriday Lower Elementary and Ridgecrest Elementary School.

 

It was moved by Mr. Partridge, seconded by Mr. Stampley and carried unanimously not to advertise for a new maintenance vehicle.

 

It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to open bids on roof packages for Ferriday Junior High, Ferriday Kindergarten Center and Vidalia Lower Elementary.  Bids are as follows:

It was moved by Mrs. Miley, seconded by Mrs. Washington and carried unanimously to allow the committee (Mr. Irvin, Mrs. Dangerfield and Mr. O'Neal) to study the bids received and report back to the board before the meeting adjourned.

 

After reviewing the bids, it was found that the lowest bid was submitted by Brown Industries of Farmerville, LA.  The amount of the bid was $126,300.00.  It was moved by Mrs. Miley and seconded by Mrs. Cowan to accept the lowest bid providing all specifications and bid requirements are met.  The motion carried 8-1 with Rev. Brown voting no.

 

Mr. Calhoun asked that Item VII-B. (Superintendent's evaluation) be tabled because the committee has not completed its work.

 

Rev. Brown asked that the board pass Item VII-C. (Discuss substitute school food service technician workers) as he has received revised information.

 

It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to include an Early Childhood Program in the Chapter I Project for 1993-94.

 

It was moved by Mr. Partridge and seconded by Mrs. Washington not to reinstate the transfer policy at this time.  The motion carried 6-3 with Mr. King, Mr. Stampley, and Mr. Calhoun voting no.

 

It was moved by Mr. Stampley, seconded by Rev. Brown and carried unanimously to approve proclaiming April as Child Net/Child Search Month.

 

It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to approve the Summer Food Program.  School sites will be Vidalia Junior High, Ferriday Upper Elementary and Clayton School ( delivery site).

 

It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to approve the Special Education Advisory Council.  Members are as follows:

It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to approve Summer School for 1993. 

 

It was moved by Mrs. Miley, seconded by Mrs. Washington and carried unanimously to approve Driver Education for 1993.  The fee will be raised to $200.00.

 

Janice Promise (to discuss Delta Service Corps.) was delayed and asked to be placed on the May agenda.

 

It was moved by Mrs. Washington, seconded by Mrs. Miley and carried unanimously to approve a Four Day Workweek for extended year employees.  The hours will be effective May 31, 1993 through July 30, 1993.  Central office and custodial hours will be 7:00 a.m. to 5:00 p.m Monday through Thursday.  School office hours will be 7:30 a.m. to 4:00 p.m. Monday through Thursday.

 

After discussion, it was moved by Mr. Partridge, seconded by Mrs. Cowan and carried unanimously to allow Lloyd Seguin until April 15, 1993 to pay his delinquent lease on Section 16, T7N-R8E and if not paid, debt collection would be pursued.

 

It was moved by Rev. Brown, seconded by Mr. Nelson and carried unanimously to approve vacation for Superintendent Lee on the following dates:  July 6,7,8,9 and 12, 1993.

 

It was moved by Rev. Brown and seconded by Mrs. Miley to direct Superintendent Lee to draw up a proposal for a sales tax election to be held on October 16, 1993.   A roll call vote was taken and the motion carried was 5-4 with Mr. Calhoun, Mr. King, Mr. Partridge and Mr. Stampley voting no.

 

It was moved by Mr. Stampley, seconded by Rev. Brown and carried unanimously to approve all personnel below:

It was moved by Mrs. Miley, seconded by Mrs. Washington and carried unanimously to adjourn at seven forty-five (7:45) o'clock p.m.
