PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON TUESDAY, JUNE 15, 1993.
The School Board of the Parish of Concordia, State of Louisiana, met in special session at the Concordia Parish School Board Office in Vidalia, Louisiana, on Tuesday, June 15, 1993, at five-thirty (5:30) o'clock p.m. The meeting was called to order by the Honorable J.W. Calhoun, President, who declared that the Board, after prayer led by Dr. A.T. White and the Pledge of Allegiance to the Flag, was ready for the transaction of business.
Members present were Honorable J.W. Calhoun, Rev. Johnnie Brown, Mrs. Marie Cowan, Mr. Jerry King, Mrs. Polly Miley, Mr. Manson Nelson, Mr. Charles Partridge, Mr. Walter Stampley and Mrs. Georgia Washington.
Members absent: None

Mr. Eddie Coleman appeared before the board representing parents with a list of concerns about the school system. After discussion, it was moved by Mr. Nelson and seconded by Mrs. Miley to form a committee to address these concerns. The motion passed 6-3 with Mr. Stampley, Rev. Brown and Mr. Partridge voting no.
Mr. Thomas H. O'Neal, Director of Business Affairs, discussed the financial report.
After presentation of the budget revisions by Mr. O'Neal, it was moved by Mr. Partridge, seconded by Mr. King and carried unanimously to accept the proposed budget revisions.
Superintendent Lee informed the board that the system was out of deficit spending. He recommended that in order to begin the new school year, the board remove restrictions from $427,786 from the insurance fund to begin the new fiscal year. It was moved by Rev. Brown and seconded by Mrs. Miley to transfer this money. The motion carried 7-2 with Mr. Partridge and Mr. Calhoun voting no.
It was moved by Mr. Stampley, seconded by Mrs. Cowan and carried to open bids for School Food Services (milk, bread, juice and pest control).
It was moved by Rev. Brown, seconded by Mr. Partridge and carried unanimously to accept the low bid on each service. Bids are as follows:

It was moved by Mr. Partridge, seconded by Rev. Brown and carried unanimously to open bids on all remaining roof packages (VLE, VUE, FKC, FLE, FJH, & RES).
It was moved by Rev. Brown, and seconded by Mrs. Cowan to accept the lowest bid on all remaining roof packages with the stipulation that they not start until July 1, 1993. The motion carried 8-1 with Mr. Partridge voting no. The bid was as follows:

It was moved by Rev. Brown, seconded by Mrs. Miley and carried to go into executive session to discuss possible litigation at seven thirty-five (7:35) o'clock p.m. The motion carried 7-2 with Mr. Partridge and Mr. King voting no.
It was moved by Mrs. Washington, seconded by Mr. Nelson and carried unanimously to return to open session at eight fifteen (8:15) o'clock p.m. Superintendent Lee informed the public that several items were discussed including pending litigation.
It was moved by Mr. Partridge, seconded by Mr. King and carried unanimously to get a second legal opinion on land lease T7N,R8E, Section 16.
Mr. Scott Yeager, Jr. presented information on his firm and how they can be of service to the Board in passing the tax proposal.
It was moved by Mr. Partridge, seconded by Mr. King and carried unanimously to approve tenure for Patricia DeLaune, #A022825.
It was moved by Mr. Partridge, seconded by Mr. King and carried unanimously to approve the following transfers, effective August 18, 1993:
