The School Board of the Parish of Concordia, State of Louisiana, met in special session at the Concordia Parish School Board Office, in Vidalia, Louisiana, on Tuesday, February 21, 1995, at five-thirty (5:30) o'clock p.m. The meeting was called to order by the Honorable Manson E. Nelson, Sr., who declared that the Board, after prayer by Mr. Lynn White, and the Pledge of Allegiance to the Flag, was ready for the transaction of business.
Members present were Mr. Eddie L. Coleman, Sr., Mrs. Marie Cowan, Mr. Manson E. Nelson, Sr., Mr. Charles Partridge, Mrs. Georgia Washington, and Mr. Lynn White.
Members absent: Mr. Arthur A. Arnold, Mr. Jerry King, and Mr. Sam Williams, Jr.
Mr. Tom O'Neal, Director of Business Affairs, presented the Financial Report.
Mr. Williams arrived at 5:35 p.m.
Superintendent Lee provided an update on the Clayton School project. He stated that only two items remain to be done on the list received earlier by Bryant Hammett's office. One item is the sprinkler system and the other is the extension of the corridor with handicapped access. These items are already included in the budget, and as previously reported, LaSalle Community Action is sharing the expense of the project. Mr. Hammett is seeking quotes for the sprinkler system, but as yet, none have been received. Superintendent Lee informed the Board that Mr. Norman Magee, Board attorney, suggested tabling action on the sprinkler system until the next meeting, by which time the quotes would be received. It was moved by Mr. Partridge, seconded by Mr. Williams and carried unanimously to table agenda item IV.B. (declaration of an emergency for installation of a sprinkler system at Clayton School).
Mr. Julius Huhn, Director of Chapter 1, provided an update on changes to the program. He informed the Board that Chapter 1 is now called Title 1 and that the new program will look much different from the current program. All schools with more than 60% of its students receiving free and reduced lunch will qualify for schoolwide assistance, and each school with more than 35% of its students receiving free and reduced lunch will qualify for targeted assistance. Each school which qualifies for a schoolwide program develops its own school improvement plan. Six of the eleven Concordia schools--five schools in Ferriday and Ridgecrest Elementary--qualify for schoolwide assistance and the other five are eligible for targeted assistance. Plans are currently being developed at the schools.
Mr. Williams and Mr. Coleman will represent the Board at the National School Board Association Convention in San Francisco, California, April 1-4, 1995.
It was agreed to host a Legislative Supper. The date will be announced.
It was moved by Mr. Partridge, seconded by Mrs. Washington and carried to adjourn at 6:05 p.m.
