PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, AUGUST 1, 1995.
The School Board of the Parish of Concordia, State of Louisiana, met in special session at the Concordia Parish School Board Office, in Vidalia, Louisiana, on Tuesday, August 1, 1995, at five-thirty (5:30) o'clock p.m. The meeting was called to order by the Honorable Manson E. Nelson, Sr., President, who declared that the Board, after prayer by Mrs. Marie Cowan, and the Pledge of Allegiance to the Flag, was ready for the transaction of business.
Members present were the Honorable Manson E. Nelson, Sr., Mr. Arthur A. Arnold, Mr. Eddie L. Coleman, Sr., Mrs. Marie Cowan, Mrs. Shirley Crnkovic, Mr. Charles Partridge, and Mr. Lynn White.
Members absent: Mrs. Georgia Washington and Mr. Sam Williams, Jr.
It was moved by Mr. Partridge, seconded and carried unanimously to approve the minutes of July 18, 1995, and invoices in the amount of $2,149,137.50.
Mr. John Pullen was recognized and read a prepared statement.
It was moved by Mr. Coleman, seconded by Mrs. Cowan, and carried unanimously that Mr. Pullen's statement be received and tabled indefinitely without debate.
Mrs. Washington arrived at 5:35 p.m. and Mr. Williams arrived at 5:36 p.m.
During the time reserved for public comments, statements were made by Rev. Robert Lee, Jr., Mr. Robert Lee III and Mrs. Polly Miley.
Superintendent Lee reported that teachers and administrators had several staff development projects scheduled the week prior to school, and he asked the Board to go on record in support of these activities. It was moved by Mr. Partridge, seconded by Mr. Arnold and carried unanimously to approve Staff Development Week, August 14-18, 1995.
Mr. Sam Williams asked for clarification on the pay schedule for substitutes. Mrs. Gloria Dangerfield, Assistant Director of Business Affairs, explained that the Substitute Pay Schedule is based on a 20-day reporting period with a 10-day processing period and that pay schedules are provided for substitutes.
It was moved by Mr. Arnold, seconded by Mr. White and carried unanimously to recess for five minutes at 5:47 p.m.
It was moved by Mr. Arnold, seconded by Mr. Williams and carried unanimously to reconvene in Open Session at 5:51 p.m.
It was moved by Mrs. Washington, seconded by Mr. Coleman and carried unanimously to approve the renewal of the contract with Forethought, Inc. For the policy updating service at an annual cost of $1,640.
Superintendent Lee described the interview process he carried out with the applicants for the assistant principals' positions at FJH, VJH, FLE, and VLE. He recommended that Mr. Lloyd T. Paul, Jr. be appointed assistant principal at FJH. It was moved by Mr. Partridge, seconded by Mr. Williams and carried 8-1, with Mrs. Cowan voting no, to approve the superintendent's recommendation, effective August 4, 1995.
It was moved by Mr. Coleman, seconded by Mr. Partridge and carried 7-2, with Mr. Arnold and Mrs. Cowan voting no, to approve Superintendent Lee's recommendation that Ms. Loretta Coleman be appointed assistant principal at VJH, effective August 4, 1995.
It was moved by Mr. Partridge, seconded by Mrs. Washington, and carried 7-2, with Mr. Arnold and Mrs. Cowan voting no, to approve Superintendent's recommendation that Mrs. Mariah Cooper be appointed assistant principal at FLE, effective August 4, 1995.
It was moved by Mr. Partridge, seconded by Mr. Coleman and carried 8-1, with Mr. Arnold voting no, to approve Superintendent Lee's recommendation that Mrs. Rosa Demby be appointed assistant principal at VLE, effective August 4, 1995.
Following discussion, it was moved by Mr. Partridge, seconded by Mr. Coleman and carried to ratify the following resolution:
RESOLUTION
BE IT RESOLVED, that the Concordia Parish School Board request an opinion from the Attorney General of the State of Louisiana regarding the following question: If an elected school board member moves his domicile outside the district from which he was elected; and if it be found that he has moved his domicile from the district he represents and that he may no longer legally serve, may he move his domicile back into the district from which he was elected and reclaim his seat?
