PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON TUESDAY, JULY 16, 1996.
The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office, in Vidalia, Louisiana, on Tuesday, July 16, 1996, at five-thirty (5:30) o'clock p.m. The meeting was called to order by the Honorable Ernest Lynn White, President, who declared that the Board, after prayer by Mr. Manson Nelson, Sr., and the Pledge of Allegiance to the Flag, was ready for the transaction of business.
Members present were the Honorable Ernest Lynn White, Mr. Eddie L. Coleman, Sr., Mrs. Marie Cowan, Mrs. Polly Miley, Mr. Manson E. Nelson, Sr., Mr. Charles Partridge, Mrs. Georgia Washington, and Mr. Sam Williams, Jr.
Mr. Mike Grantham arrived at 5:32 p.m.
It was moved by Mr. Coleman, seconded by Mr. Williams and carried unanimously to approve minutes of June 4 and June 18, 1996.
Mrs. Gloria Dangerfield, Assistant Director of Business Affairs, presented invoices for June. It was moved by Mr. Partridge, seconded by Mr. Nelson and carried unanimously to approve invoices in the amount of $1,737.340.05. Mrs. Dangerfield also presented the Financial Statement for June and reviewed revenues in the major funds.
It was moved by Mr. Partridge, seconded by Mr. Nelson and carried unanimously to open bids for milk, bread and exterminating services. The following bids were received:

It was moved by Mr. Nelson, seconded by Mr. Williams and carried unanimously to accept the low bid for exterminating services pending a review of the specifications.
It was moved by Mr. Coleman, seconded by Mrs. Cowan and carried 7-2, with Mr. Grantham and Mr. Partridge voting no, to accept the bids for milk and bread.
Dr. Pete Peterman, Assistant Superintendent, presented a revised calendar for the 1996-97 school year. He informed the Board that state guidelines are requiring a closer accounting of student contact minutes and that the calendar revisions are necessary to meet those guidelines. It was moved by Mr. Coleman, seconded by Mr. Partridge and carried unanimously to approved the revised calendar.
Mr. Fred T. Butcher, Director of Academic Affairs, presented revisions to the Pupil Progression Plan for the 1996-97 school year. He stated that the revisions were made as a result of principals' requests and requirements of state guidelines. It was moved by Mr. Partridge, seconded by Mrs. Miley and carried unanimously to approve the revisions as recommended.
President White announced that Mr. Norman Magee, School Board Attorney, had requested the Board go into Executive Session to discuss pending litigation. It was moved by Mr. Coleman, seconded by Mrs. Miley and carried 7-2, with Mr. Grantham and Mr. Partridge voting no, to go into Executive Session at 5:55 p.m.
It was moved by Mr. Williams, seconded by Mr. Coleman and carried unanimously to return to Open Session at 6:13 p.m. President White announced that, while in Executive Session, the Board had discussed a legal matter for which no action was required.
