PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON MONDAY, FEBRUARY 22, 1999.

 

The School Board of the Parish of Concordia, State of Louisiana, met in regular session at the Concordia Parish School Board Office, in Vidalia, Louisiana, on Monday, February 22, 1999, at five-thirty (5:30) o'clock p.m.  The meeting was called to order by the Honorable Mike Grantham, President, who declared that the Board, after prayer by Reverend Johnnie Brown, and the Pledge of Allegiance to the Flag, was ready for the transaction of business.

 

Members present were the Honorable Mike Grantham, Mr. Darrell Crofford, Mr. Eddie Coleman, Mr. Don Joseph, Mr. Ernest Lynn White, Mr. Ricky Raven, Rev. Johnnie Brown, Mrs. Mary Campbell and Mrs. Martha Rabb.

 

Superintendent Lee recommended to the Board to appoint James McFarland, Teacher/Coach, FHS as Teacher/Head Coach, Ferriday High School.

 

It was moved by Mr. Crofford and seconded by Mr. Joseph to readvertise the Teacher/Head Coach Position at Ferriday High School.  There was lengthy discussion by the Board concerning broader advertising of job positions, the duties and responsibilities of the position and the effect a delay would have on the program at the school.  Superintendent Lee informed the Board that Mr. Moore, Principal, FHS, and the community were in support of the appointment.  Motion failed 6-3 with Mr. Crofford, Mrs. Rabb and Mr. Joseph voting yes.

 

It was moved by Mr. Coleman, seconded by Rev. Brown and carried 7-2 with Mr. Crofford and Mr. Joseph voting no, to approve the  recommendation to appoint James McFarland, Teacher/Head Coach, FHS.

 

Superintendent Lee requested that the Board hear an additional agenda item concerning personnel.  It was moved by Rev. Brown, seconded by Mrs. Campbell and carried unanimously to hear the additional agenda item.

 

It was moved by Rev. Brown, seconded by Mr. Coleman and carried unanimously to go into executive session at 5:55 p.m.

 

It was moved by Mr. White, seconded by Mr. Joseph and carried unanimously to return to regular session at 7:12 p.m.

 

Mr. Grantham informed the public that the Board had discussed personnel matters in executive session.  Superintendent Lee read the following recommendation to the Board.

 

After a due process hearing which began on Thursday, February 18, and concluded on Friday, February 19, 1999, for Johnnie Lee Hoffpauir, teacher/coach, Vidalia High School,  and after consulting with the Board Attorney and conferring with Rick Brown, Principal, Vidalia High School, the following recommendation is being made:

 

Mr. Hoffpauir is  hereby suspended from all duties for the Concordia Parish School System for ten (10) working days without pay effective March 1 through March 12, 1999. This suspension shall be suspended, and he shall be placed on probation for the remainder of the current school year.   The conditions of this probation being that Mr. Hoffpauir shall:

 

1)      Refrain from engaging in any similar aggressive and unprofessional conduct in the future, and

 

2)       Attend and complete an approved counseling program, at his own expense, in Anger Management and Control beginning no later than March 1, 1999.

 

It was moved by Mr. Coleman, seconded by Mr. White and carried 7-2 with Mr. Raven and Mrs. Rabb voting no, to accept the recommendation.

 

Mr. Fred T. Butcher, Director of Academic Affairs, provided the Board information concerning the testing of Homebound students.

 

It was moved by Mr. Crofford, seconded by Mr. Raven and carried unanimously to adjourn at 7:18 p.m.
