PROCEEDINGS OF THE SCHOOL BOARD OF THE PARISH OF CONCORDIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON THURSDAY, JULY 8, 1999

 

The School Board of the Parish of Concordia, State of Louisiana, met in special session at the Concordia Parish School Board Office, in Vidalia, Louisiana, on Thursday, July 8, 1999, at five-thirty (5:30) o'clock p.m.  The meeting was called to order by the Honorable Mike Grantham, President, who declared that the Board, after prayer by Rev. Johnnie Brown, and the Pledge of Allegiance to the Flag, was ready for the transaction of business.

 

Mr. O'Neal, Director of Business Affairs, presented the Sales Tax Resolution to the Board. 

 

It was moved by Rev. Brown, seconded by Mr. Raven and carried unanimously, to approve a resolution ordering and calling a special election to be held in the Parish of Concordia, State of Louisiana, to authorize the levy of a sales and use tax therein, making application to the State Bond commission in connection therewith and providing for other matters in connection therewith.

 

Mr. O'Neal opened land bids as follows:

It was moved by Mr. White, seconded by Mr. Joseph and carried unanimously to accept the bid by Joshua Scott for 20% share for Section (16) T1N, R8E.

It was moved by Mr. Joseph, seconded by Mr. Crofford and carried to accept the bid by Mike Wheeler for $600.00 for Section 6-TN7, R9E.

 

Interim Superintendent Peterman requested the Board add the Appointment of Glinda Richard to the agenda.  He also informed the Board that a typographical error listed Carol McCray at Ferriday Upper Elementary School.  Mrs. McCray should have been listed at Ferriday Lower Elementary School.

 

It was moved by Mr. Joseph, seconded by Mrs. Rabb and carried to add Glinda Richard to the appointments section and correct the school for Carol McCray.

 

It was moved by Rev. Brown, seconded by Mrs. Campbell to approve the following retirements:

 

Claristeen Beard, Teacher, Vidalia Lower Elementary School, effective June 16, 1999

Betty Cade, Teacher/Coordinator of Family Independence Work Program, effective

June 30, 1999

Max Knapp, School Bus Operator, effective June 23, 1999

Joyceria Schoby, Teacher, Ferriday Lower Elementary School, effective June 18, 1999

 

It was moved by Rev. Brown, seconded by Mr. Crofford and carried unanimously to approve the

following resignations and leaves:

It was recommended by board members to approve the appointments individually.

It was moved by Mrs. Campbell, seconded by Mr. Raven and carried unanimously to approve

Charles Anderson, Teacher VJHS, effective August 12, 1999.

 

Mrs. Mary Campbell expressed concerns over hiring teachers who had left the system and then returned.  Concerns were expressed by both Mr. Coleman and Mrs. Campbell over teachers leaving the Ferriday Schools and later being rehired in the Vidalia Schools.  Interim Superintendent Peterman explained to the Board how the staffing process was carried out.

 

It was moved by Mr. Joseph, seconded by Mrs. Rabb and carried 7-2, with Mr. Coleman and Rev. Brown voting no, to accept the remaining appointments.

It was suggested that a policy be established to address those teachers who leave the system and then return.  Interim Superintendent Peterman informed the Board that he had spoken to Jim Prescott of Forethought Consulting concerning this matter.  Mr. Prescott will send a policy recommendation.

A discussion was held concerning measures which would help the schools in the Ferriday area to recruit and retain certified teachers.  President Grantham assured the Board that the Central Office personnel were working on plans of action to address accountability.

 

It was moved by Mr. Joseph, seconded by Mrs. Rabb and carried unanimously to adjourn at 6:18 p.m.
